Stafford Recycling Bins and Waste Collection Guide
This guide provides an overview of the household recycling bins, collection schedules, public disposal infrastructure, and waste management strategies implemented by Stafford Borough Council and Staffordshire County Council. It details the colours and purposes of domestic bins, public recycling facilities, and local environmental initiatives designed to minimise landfill use across the borough.
Household Bin System
Stafford Borough Council operates an alternate-weekly collection system using colour-coded wheelie bins for residential properties:
- Blue Bin (Dry Mixed Recycling): Used for clean household recyclables. Acceptable items include plastic bottles, food trays, yoghurt pots, drink cans, food tins, clean foil, aerosols, glass bottles and jars, cardboard, and paper.
- Green Bin (General Waste): Reserved for non-recyclable household waste that cannot be composted or processed through dry recycling streams, such as hygiene products, polystyrene, and non-recyclable plastic wrapping.
- Brown Bin (Garden Waste): A subscription-based, opt-in service for compostable organic matter. Accepted contents include grass clippings, hedge trimmings, leaves, twigs, cut flowers, and weeds.
Collection Schedules and Operations
Household waste collections operate on a fortnightly rotational basis. Typically, the green general waste bin is emptied one week, and the blue recycling bin (along with the optional brown garden bin) is emptied the following week. This alternating strategy encourages households to maximise recycling capacity and reduce overall residual waste.
Specialised collections are also available:
- Bulky Waste Collections: A paid municipal collection service for large domestic items such as sofas, mattresses, and white goods that cannot fit into standard wheelie bins.
- Assisted Collections: Available for residents with mobility issues or disabilities who cannot transport their bins to the kerbside.
Public and Street Cleansing Strategies
In addition to kerbside management, Stafford Borough Council maintains public cleanliness and recycling access across town centres, parks, and public rights of way through targeted measures:
- Dual Litter and Recycling Bins: Positioned in high-footfall areas such as Stafford town centre, Victoria Park, and shopping precincts, allowing the public to separate beverage containers and dry paper from general litter on the go.
- Dog Waste Infrastructure: Dedicated dog-fouling bins as well as dual-use general litter bins are distributed throughout residential neighbourhoods and public green spaces.
- Litter and Fly-Tipping Enforcement: The council employs community enforcement officers who can issue Fixed Penalty Notices (FPNs) for littering, commercial waste duty-of-care failures, and illegal fly-tipping.
Household Waste Recycling Centres (HWRC)
Larger household waste and hazardous materials are managed via Staffordshire County Council's civic amenity network. Stafford residents have access to the main Stafford Household Waste Recycling Centre located on St Albans Road.
This facility accepts items beyond the scope of kerbside collection, including:
- Scrap metal, timber, and building rubble
- Electrical appliances and electronic equipment (WEEE)
- Car batteries, used engine oil, and household chemicals
- Textiles, clothing, and footwear
- Mattresses and carpets
Energy from Waste (EfW) and Landfill Diversion
Staffordshire maintains a landfill diversion policy. Residual non-recyclable waste collected from Stafford's green bins is sent to local Energy from Waste (EfW) facilities, primarily the plant at Four Ashes. This process incinerates non-recyclable material at high temperatures to generate electricity for the National Grid, drastically reducing the volume of waste sent to traditional landfills.
